Trade River Watershed

Details

The Trade River Watershed is approximately 124,754 acres in size and contains 167 miles of streams and rivers, 2,902 acres of lakes and 21,757 acres of wetlands. The watershed is dominated by forest (46%), grassland (19%) and wetlands (17%), and is ranked medium for nonpoint source issues affecting streams. The Trade River begins in Polk County, flows north in Burnett County and loops back to the south into the northwest of Polk County and discharges into the St. Croix River. The river flows through a chain of lakes including Long Trade, Round and Big and Little Trade Lakes.

Ecological Landscapes for Trade River Watershed

Ecological Landscapes

The Trade River Watershed lies primarily in two Ecological Landscapes: the Forest Transition and the Northwest Sands. The Forest Transition Ecological Landscape lies along the northern border of Wisconsin's Tension Zone, through the central and western part of the state, and supports both northern forests and agricultural areas. The central portion of the Forest Transition lies primarily on a glacial till plain deposited by glaciation between 25,000 and 790,000 years ago. The eastern and western portions are on moraines of the Wisconsin glaciation. The growing season in this part of the state is long enough that agriculture is viable, although climatic conditions are not as favorable as in southern Wisconsin. Soils are diverse, ranging from sandy loam to loam or shallow silt loam, and from poorly drained to well drained. The historic vegetation of the Forest Transition was primarily northern hardwood forest. These northern hardwoods were dominated by sugar maple and hemlock, and contained some yellow birch, red pine and white pine. Currently, over 60% of this Ecological Landscape is non-forested. Forested areas consist primarily of northern hardwoods and aspen, with smaller amounts of oak and lowland hardwoods. The eastern portion of the Ecological Landscape differs from the rest of the area in that it remains primarily forested, and includes some ecologically significant areas. Throughout the Ecological Landscape, small areas of conifer swamp are found near the headwaters of streams, and associated with lakes in kettle depressions on moraines. Ground flora show characteristics of both northern and southern Wisconsin, as this Ecological Landscape lies along the Tension Zone. The Northwest Sands Ecological Landscape is a large glacial outwash system consisting of two major landforms: flat plains or terraces along glacial meltwater channels, and pitted or "collapsed" outwash plains containing kettle lakes. Soils are deep sands, low in organic material and nutrients. Historic vegetation at the time of the General Land Office survey was dominantly jack pine and scrub oak forest and barrens. White and red pine forests were also a sizable component of the Ecological Landscape. Numerous barrens occurred in the southwest half of the Ecological Landscape, and a few large barrens within the northeast half. Most of the trees in the barrens were jack pine, but oak savannas also occurred in the south central part of the Ecological Landscape. Current vegetation is a mix of forest, agriculture, and grassland with some wetlands in the river valleys. Pine, aspen-birch and oak equally (27% each) dominate the forested area of the Ecological Landscape. The maple-basswood, spruce-fir, and lowland hardwood forest type groups occupy small percentages of the Ecological Landscape. Within the open lands, there is a relatively large proportion of grassland and shrub land, a small but locally significant amount of emergent/wet meadow and open water, and very little row-crop agriculture.

Deer Lake Conservancy Inc: Res-Deer Lake Blakeman/Hill Wetland Restoration, 1998-99: The Deer Lake Conservancy, Inc. proposes to restore a one half acre wetland on an intermittent stream in a small (211 acres) watershed that has been indentified by previous LMPG studies as contributing high phosphorus concentrations to Deer Lake. The wetland is located on the north side of Deer Lake. The wetland will be excavated to remove approximately five feet of accumulated sediments. The purpose of the project will be to restore open water habitat in this wetland, eliminate potential nutrient loading from the existing sediments, create habitat for ducks and other aquatic birds, and provide room for stormwater detention and settling of sediments and nutrients.

The Deer Lake Conservancy must comply with all regulations, restrictions, etc. that may be imposed on this project as a result of the water regulatory permit or authorization issued by the depoartment for this project. Water qualiy monitoring will be conducted on this waterway during and after the resoration project. The Deer Lake Conservancy, Inc. will provide the Department of Natural Resources with electronic and paper copies of the results of this monitoring and a final summary report on this project.

Deer Lake Conservancy Inc: Lmi-Nearing The Goal: Deer Lake Watershed Phosphorus Reduction: Deer Lake Conservancy is sponsoring a project to design/build an iron/sand filter pond with pretreatment in a agriculture-dominated subwatershed (Watershed 1); continue the 2007 Direct Drainage best practices project to slow runoff and restore habitat; develop a land protection/conservation plan; promote community information and education. Watershed 1 pre-construction water quality data will be compared to post-construction data.

Special conditions: The iron/sand filter pond and pretreatment practices shall be operated and maintained for a minimum of 10 years in accordance with the operation and maintenance (O&M) plan, which must be approved by the Department. A contract will specify the approved plans and be filed with the Register of Deeds. All enrolled shoreline restoration parcels require a Department-approved restrictive covenant that permanently establishes the parcel vegetative buffer. Restorations will follow NR 191.24(3) standards unless mutually agreed to in writing with the regional lake coordinator before implementation. Runoff BMPs such as rain gardens and infiltration trenches will have maintenance, operation, and protection plans specified in a ten-year contract for each BMP site. The Department may perform site inspection and/or monitoring.

Burnett County Land Conservation Department: Lmi-Shoreland & Shallows Citizen Based Social Marketing Pilot: Burnett County Land & Water Conservation Department in partnership with UW-Extension, and Long and Des Moines Lakes property owners will design and implement a Community Based Social Marketing (CBSM) project. The purposes of the project are 1) to develop a CBSM strategy that will improve lake protection, particularly near-shore habitat and 2) to increase participation in the Shoreline Incentives Program. Multiple partners will collaborate on the following activities: literature review; focus group and survey design/implementation; pre- and post- structure mapping and shoreline assessments; marketing tool design/implementation; and project reporting. WiLMS modeling and paleoecological information will be analyzed for past, present, and future lake conditions. Because this is one of two CBSM pilots in the state, project leaders will continually share updates and results with local and statewide audiences.

Project deliverables include: a final CBSM case study report summarizing project methodology, implementation, and results; educational materials developed; media coverage; and monitoring/modeling results.

Round Trade Lake Improvement Association: Healthy Lakes Project - Rtlia: Round Trade Lake Improvement Association is sponsoring a project to implement best practices described in Wisconsin\2019s Healthy Lakes Implementation Plan. Practices may include fish sticks, 350 ft2 native plantings, diversion, rock infiltration, and rain gardens, and all best practices must follow the associated Healthy Lake technical guidance.

The best practices require a 10-year contract and must include minimum operation and maintenance requirements and data collection as described in grant condition #24. If best practice(s) are implemented on land owned by the grant Sponsor, this Lake Protection Grant Agreement serves as the contract. If best practice(s) are implemented on land other than the Sponsor\2019s, a contract between the sponsor and landowner that abides by grant condition #24 is required. The Department may require re-payment of project installation costs if the best practice is disturbed or removed. The Sponsor and/or the Department may perform site inspections and/or monitoring to ensure project success.

An example final report is available to capture deliverables, including pre and post photos, data collection requirements, and a checklist describing records like the signed 10-year contract and best practice and design plans the Sponsor should maintain.

Special conditions: The state share of each best practice cannot exceed $1,000. The state share of grant administration and technical assistance costs may not exceed 10% of the grant award; technical assistance does not include implementation labor. Funding cannot be used for mitigation or regulatory compliance activities. Water regulation and/or county zoning permits must be issued before construction. The Healthy Lakes logo should be used for promotion and publicity, and DNR recognized as a funding source.

Deer Lake Conservancy Inc: Lmi-Runoff Control From Direct Drainage: Deer Lake Conservancy, Inc. proposes to install storm water best management practices to control direct drainage runoff. Specifically, the Conservancy will: 1) implement individual waterfront lot infiltration practices (rain gutters with drain tiles, infiltration pits, or rain gardens) on approximately 20 riparian lots; 2) design/build restoration of approximately 4 eroded gullies; 3) provide technical and financial assistance for traditional shoreline buffer restoration; 4) establish demonstration sites with open houses/tours of restoration/infiltration sites; and 5) coordinate education outreach and sociological surveys (in the form of focus groups) to determine barriers to participation and share benefits of the projects.

Special conditions: 1) Gully project design plans need approval before project begins; 2) applicable water regulation permits must be issued before construction activities commence; and 3) focus group script must be reviewed by statewide sociologist well in advance of first session.

A final report in PDF format summarizing the results of the project as well as copies of databases, maps, GIS files, guidebooks, ordinances or any other products resulting from the project shall be provided to the Department for review prior to final payment.

Deliverables include education materials developed; agendas for workshops or attendance lists, fairs and meetings; lake management plan including methodologies, results, and management alternatives discussion and implementation plan. Interim deliverables for each phase include progress reports, maps, spreadsheets, and data collected.

Phase 1 tasks include: 1) Algae and zooplankton sampling and analysis; 2) Mid summer point-intercept aquatic plant survey and APM plan development including public participation/meetings; 3) Education and outreach including Library reading program and Lake Fair; 4) Sociological survey of riparian and Village citizens.

Special Conditions: 1) WDNR\2019s Aquatic Plant Management in Wisconsin guidance must be followed for PI survey monitoring and APM plan development. Two sets of aquatic plant vouchers should be collected, one set for DNR distribution to Dr. Freckmann and one set for the lake group or village. The NOR Native Plant Protection Strategy should be integrated into the APM plan; 2) Draft sociological/user surveys must be reviewed and approved by the DNR before being initiated; 3) The sponsor shall immediately contact the DNR if a new Aquatic Invasive Species population is found.

St. Croix County: St. Croix Nutrient River Conference: St. Croix County Land and Water Conservation Department proposes to sponsor a conference in Februrary of 2004 to identify and begin to address factors contributing to the pollution of Lake St. Croix. The goal is to bring together wastewater treatment managers, local officials, water resource professionals, land developers and watershed manager to allow networking and sharing of information associated with nutrient and sediment loading in the lake. The DNR will be provided with both a paper copy and electronic copy of the final report.

Friends Of The St Croix Headwaters, Inc.: Aquatic Macrophyte And Ais Survey In The Upper St. Croix Watershed: Friends of the St. Croix Headwaters (FOTSCH) is initiating a project to complete aquatic plant and aquatic invasive species monitoring in the St. Croix River, including the headwaters between Upper St. Croix Lake and the St. Croix Flowage and below the Gordon Dam to Hwy T. The project includes a 2010 community information/education event as well as a visual field guide that describes the local aquatic plant community.

Project deliverables include: 1) aquatic plant survey results and report, including spreadsheets and GIS files; 2) one set aquatic plant vouchers; 3) aquatic plant visual field guide; 4) AIS survey maps and reports; 5) information/education event summary; and 6) any other presentations or information/education tools developed.

This scope is intended to summarize the detailed project scope provided in the application and does not supersede those application tasks/deliverables. Data, records, reports, and education materials, including GIS-based maps and digital images, must be submitted to the Department in a format specified by the regional lake coordinator.

Half Moon Lake (Hydrologic Unit Code 070500006) is a small, shallow eutrophic lake that formed as an oxbow of the Chippewa River. The lake is geographically located within the City of Eau Claire and the Lower Chippewa River Basin. The lake is highly eutrophic and exhibits excessive algae and aquatic macrophyte growth (Borman, 1990; Brakke, 1995; Konkel and Borman, 1996; James et. al., 2001, 2002).

The Wisconsin Department of Natural Resources (WDNR) developed a TMDL for phosphorus for Cedar Lake. The TMDL addresses the nutrient impacts and impairments which were identified on the Wisconsin 2002 303(d) list. The Lake is nutrient (phosphorus (P)) impaired as a result of agriculture, internal loading and local land use. Water quality in Cedar Lake is generally poor to very poor, falling into the eutrophic to hypereutrophic category. Summer algal blooms result in foul odors and an unsightly build-up of algae biomass on the shoreline. In addition, trophic conditions in the lake limit rooting depth for emergent vegetation used by the resident fish populations. As a result, these impairments impact the recreational/aesthetic value of the lake and stress sport fish populations.

Trade River WatershedWatershed History Note

The Trade River Watershed lies in both Polk and Burnett counties of Wisconsin. The larger villages in the watershed are Luck and Frederic located along State Highway 35. Originally a logging community, Frederic was founded in 1903 and over the next 70 years grew into a retail and service hub serving northern Polk county and southern Burnett county. South of Frederic is Luck, which was incorporated in 1905, and was originally two settlements, one on Big Butternut Lake, and one further west founded by Danish Immigrants in 1869. This West Denmark settlement is the site of the first cooperative creamery in the United States, and has one of the oldest Danish Lutheran congregations in the country. The two settlements knew it was impractical to remain as separate entities, but disagreed about which would be the center of town. The railroad settled the issue when it laid tracks near the western settlement. Luck was once home to the Duncan Toys Company YoYo factory headquarters which used to produce millions of wooden toy YoYos for children around the world. Duncan's massive factory produced 3,600 of the toys every hour making the factory's hometown of Luck, Wisconsin, the YoYo Capital of the World.
